Before you're permitted to enter Lithuania, you'll have to complete a Lithuania Registration Form. This is needed by all overseas residents of Lithuania, even though they might not yet have a resident visa. The Ministry of Foreign Affairs in Lithuania will make it possible for you to obtain a visa so as to go to Lithuania, however you'll still have to complete the enrollment form before you may travel. You can still use your passport as a valid form of identification
